03:10:00 Campus Parking

The purpose of this policy shall be to facilitate the orderly and efficient flow of traffic on the Northeast State campus, to provide a safe atmosphere for both pedestrians and motor vehicle operators, and to provide order with regard to parking within limited space.

03:10:01 Registration of Automobiles/Permits/Decals

  1. All motor vehicles used on any Northeast State Community College campus or site must be registered with the Northeast State Police Department as required by the Tennessee Board of Regents. The annual registration period begins September 1 and extends through August 31 of the following year. Hangtags will be available for issue by August 1 of each year.
  2. Parking hangtags will be issued by the Northeast State Police Department. Students/employees are responsible for obtaining a current hang tag at the campus police office and must provide proof of enrollment/employment, as well as complete the campus parking registration form. This form will include the name, address and Banner ID number of the applicant.
  3. Students/employees parked on property Northeast State owns, controls, or leases must prominently display a current hangtag in their vehicles. Hang tags expire August 31 of each calendar year.
  4. Students/employees must appear in person and sign for their own hang tags. Students/employees will be issued one hangtag each. One additional hangtag may be purchased for a $5.00 fee payable to the Business Office. Lost/stolen hangtags will be issued for a $5.00 replacement fee.
  5. Visitor parking permits will be issued to visitors who will park on any Northeast State campus. Visitor parking permits shall not exceed five (5) days and must be prominently displayed on the dashboard of the vehicle or on motorcycles. Requests for extensions beyond five (5) days may be made to the Chief of Police.
  6. Students/employees who do not have their hangtag in their vehicles must stop by the campus office and obtain a Visitor parking permit for the day(s).
  7. Students/employees requiring special parking consideration because of physical disabilities, must place a visible state-issued handicapped-parking tag on the dashboard or directly behind the student/staff hangtag.
  8. A campus access fee will be assessed each semester for each student. Employees will be assessed a campus access fee annually. For students, this campus access fee is in addition to maintenance and registration fees. One parking hangtag will be issued to each student and employee at no additional cost. A second or replacements parking hang tag may be requested by students or employees at an additional charge as set forth in other fees and charges recommended by the College and approved by the Tennessee Board of Regents in accordance with TBR Guideline B-060:VIII:B(2). Students and employees who lose or have stolen a parking hangtag must obtain a replacement parking hangtag in order to park on all campuses or sites.

03:10:02 Parking Zones

  1. Student parking is permitted only in designated areas for parking.
  2. Student parking areas are reserved for students. Staff parking areas are reserved for staff (employees).
  3. Visitor parking areas are reserved for visitors only.
  4. Designated handicap parking areas are reserved for vehicles displaying a state-issued hangtag.
  5. All parking should be done in such a manner as not to interfere with general traffic flow nor impede another properly parked vehicle.
  6. Parking on grass or any other area not specifically designated for parking is prohibited.
  7. Parking on weekends and after 5:00 p.m. on weekdays is permissible in all lots except those designated as disabled, fire lanes and 24 hour Faculty/Staff parking areas.
  8. Visitors and guests receiving citations should return them to the Chief of Police.
  9. Vehicles parked in fire lanes and loading zones are subject to being towed at owner’s expense. Fire lanes are designated as all curbed areas adjacent to any building owned, controlled, or leased by the College.
  10. Loading zones are for twenty (20) minute parking only.

03:10:03 General Traffic Policies

  1. The speed limit for all vehicles is 15 m.p.h. on all roadways and 10 m.p.h. in parking lots.
  2. Pedestrians always have the right of way on all property owned, controlled or leased by the College.
  3. Vehicles must come to a complete stop at stop signs.
  4. Unnecessary noise from horns or mufflers is prohibited in accordance with state law.
  5. The institution reserves the right to tow any vehicle that is improperly parked.
  6. Traffic accidents must be reported to campus police.
  7. Littering of parking areas is prohibited.
  8. Students, staff and faculty are not permitted to park in any space designated for visitors.

03:10:04 Fines/Penalties:

    1. The fine for parking and registration violation:

    2. The fine for disabled parking violations is established by statute and will be adjusted and published as needed to remain in compliance with State law.
    3. Speeding or reckless driving $50.00.
  2. Payment of Fines
    1. Fines are payable to the Northeast State Business Office. When classes are in session, Business Office hours are 8:00 a.m. to 6:00 p.m. Monday through Thursday and 8:00 a.m. to 5:00 p.m. on Friday. When classes are not in session, Business Office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday. Fines may also be paid by the mail.
    2. Non-payment of fines will result in an encumbrance of the student’s records, preventing release of transcripts and/or grade reports. Further registration at Northeast State will be prohibited until fines have been satisfied.

03:10:05 Appeals

  1.  Student Traffic Court
    1. The Northeast State Student Traffic Court hears student appeals of traffic violations evolving from the violation of the Traffic and Parking Regulations on the campus.
    2. The Student Traffic Court shall have a residing Chief Justice, an Associate Chief Justice, and a maximum of four (4) Justices selected from the student body by a Selection Committee through an application and interview process. The term of appointment for Justices will be for no more than four (4) semesters or until the date of their graduation unless otherwise prohibited. 
    3. The Selection Committee appointing the Justices shall consist of a student representative from the current Student Traffic Court (if available), the Director of Leadership Programs, the Chief of Police, and the Vice President for Student Affairs or his/her designee.
    4. The Chief Justice, in consultation with the Director of Leadership Programs, shall set the dates of any face-to-face Traffic Court hearings and notify the Student Justices.
    5. The administrative advisor to the Student Traffic Court shall be the Director of Leadership Programs or his/her designated representative.
    6. The Chief Justice shall be responsible for keeping Court records.
  2. Appeals Function
    1. The Northeast State Student Traffic Court shall hear only student cases that are contested. Students may choose to contest citations through the Student Traffic Court’s online appeal process or by requesting an in-person hearing before the Student Traffic Court. Appeals should be filed within 45 calendar days of the citation’s date of issue. Exception: Citations for parking in a disabled parking zone must be appealed to the Vice President for Administrative Services through the Chief of Police within 45 calendar days.
    2. Students submitting an appeal via the online appeal system will receive a decision from the Student Traffic Court within ten (10) working days. Students requesting an in-person hearing will be notified within five (5) working days of a scheduled hearing date. The scheduled hearing will be held within ten (10) working days of the request for hearing.
    3. Student Justices receiving citations may contest the citations before the Student Traffic Court, but they may not participate as a Justice in the proceeding.
    4. The decision of the Student Traffic Court shall be final. An appeal will not be granted on the basis that a student disagrees with the court’s decision. The Vice President for Student Affairs may approve a rehearing of a case upon presentation of new significant evidence or substantiated allegations of due process violations. Such evidence must be presented to the Vice President for Student Affairs along with a written request to rehear the case within forty-eight (48) hours of receipt of the original verdict.
    5. If a student elects to schedule an in-person hearing and fails to appear before the Student Traffic Court, absent good cause, the right to a hearing is forfeited and the charges and fine affixed.
    6. Parking and traffic violation cases involving employees may be appealed to the Vice President for Administrative Services.

This policy is promulgated pursuant to, and in compliance with, TBR Rule 0240-02-03-.05 Traffic and Parking. To the extent that a conflict exists between this policy and TBR rule, policy and/or applicable law(s), the TBR rule, policy and/or law will control. History - Adopted by TBR: 12/8/11. 03:10:06 Visitors

Visitors are always welcome on the Northeast State campus. Areas for visitor parking are clearly marked. Visitor passes are available from the Northeast State Police Department. Visitors who receive citations should return the citation to the Northeast State Police Department.
